I started with a clean neighborhood, no Townies or NPCs.

I had a playable test community lots across subhoods.

In all the lots, the girl behind the register was the same girl.

Is there a fix or something for this?

I've heard of people replaying the maxis hoods (Pleasentview, Strangetown, etc) over again from the start. Where do they get the clean versions of the hoods? Also, how do I install them if I want to keep my old hoods? (Meaning, can I just move the "unclean" folders out of the Sims 2 folder and put the "clean" ones back in?)

Whenever I make a new custom neighborhood-like for a BACC-I keep getting all the Pleasentview townies. How can I get my game to generate new ones, without using a hack?
